Your hotel’s fire alarm panel fails at 1:40 a.m. Guests are asleep on six floors. The alarm contractor cannot arrive until morning. The building has lost its automatic warning system, but the fire risk did not leave with it. Someone must actively watch the property.
That person is a fire watch guard. A fire watch guard patrols an assigned area, looks for smoke and fire, spots conditions that could start or spread a fire, keeps a timed patrol log, and starts the site’s emergency response when trouble appears. The guard supplies human detection during a fire protection system outage or another period of higher fire risk.
This is an active life-safety post. It is not a chair beside the front desk. A qualified guard stays on the route, checks every required space, carries a reliable way to call for help, and knows how occupants will be warned and moved. The details come from the local fire code, the authority having jurisdiction, and the written post orders for that property.
What does a fire watch guard do?
The first job is early detection. A guard uses sight, hearing, and smell while moving through the covered area. Smoke, flame, unusual heat, arcing equipment, burning odors, leaking fuel, oily waste, and unsafe hot work all demand a response. So do conditions that can make a small fire worse, such as blocked exits, wedged fire doors, inaccessible extinguishers, or combustible material stored against a heat source.
A patrol route may pass through guest floors, stairwells, corridors, mechanical rooms, electrical rooms, kitchens, laundry rooms, loading docks, trash rooms, parking levels, construction areas, and exterior storage. The route must cover the actual impairment zone. Walking the lobby every half hour does nothing for a disabled sprinkler riser serving the fifth floor.
The guard records each round as it happens. A useful log shows the guard’s name, date, patrol start and finish times, areas checked, conditions found, notifications made, and corrective action taken. The log is not paperwork saved for the end of the shift. It is a live record that helps management, inspectors, and firefighters understand what happened.
If smoke or fire appears, the guard follows the emergency plan immediately. That normally means calling 911 or using the approved alarm method, giving the exact location, warning occupants, and supporting evacuation. A trained guard may use a portable extinguisher on a small fire only if the site plan permits it and there is a safe exit behind the guard. Reporting the fire and protecting life come first.
When is a fire watch required?
A fire watch often begins when a required fire protection system cannot perform its intended job. The trigger may be a failed alarm panel, disabled smoke detection, impaired sprinkler system, closed sprinkler control valve, failed fire pump, broken standpipe, interrupted water supply, or loss of alarm communication to the supervising station.
A system shutdown does not have to be accidental. Planned testing, renovation, valve replacement, and tenant work can also create an impairment. The responsible party should plan coverage before the contractor takes a system offline. Waiting until the fire department discovers an unprotected occupied building is the wrong way to manage it.
Hot work creates a different trigger. Welding, torch cutting, brazing, grinding, and torch-applied roofing can throw sparks or transfer heat into hidden spaces. The adopted fire code, permit, and site conditions determine whether a dedicated fire watch is needed and how long it must remain after the work stops.
There is no single national “four-hour rule” that settles every property. The International Fire Code, NFPA standards, state rules, local amendments, occupancy permits, and fire department orders may apply in different combinations. A hospital with nonambulatory patients presents a different problem than an empty warehouse. Contact the local authority having jurisdiction, often called the AHJ, whenever the impairment plan or permit does not give a clear answer.
How the code backbone works
NFPA 25 addresses the inspection, testing, maintenance, and impairment of water-based fire protection systems. Its impairment process calls for a responsible impairment coordinator and specific precautions while protection is out of service. Those precautions can include notifying affected parties, stopping hazardous operations, temporary protection, evacuation, or a fire watch. The right choice depends on the risk and the rules adopted where the property sits.
Fire codes also give the AHJ power to require a fire watch when a fire protection system is out of service. Local adoption matters. A city may amend model-code language, impose its own notification threshold, prescribe patrol intervals, or require a particular log form. Management should ask the AHJ four direct questions: What area needs coverage? How often must it be patrolled? What notifications and records are required? Who can release the watch?
NFPA 51B covers fire prevention during welding, cutting, and other hot work. It treats the fire watch as a separate duty when sparks, heat, or slag can reach combustible material or concealed spaces. OSHA construction rules also require added fire watchers when more than a minor fire could develop. Common rules keep the watcher in place during hot work and for at least 30 minutes afterward, but the permit, adopted standard, or site conditions may require longer observation.
Codes set the floor. The site assessment makes the watch usable. A guard still needs an accurate map, access keys, emergency contacts, the location of alarm pull stations and extinguishers, and a clear method for warning occupants when the regular alarm is unavailable.
Fire watch guard duties during a system outage
Start with the impaired equipment. The guard should know whether the alarm, detection, sprinkler, standpipe, fire pump, or communication path is affected. A vague order to “watch the building” leaves dangerous gaps. Post orders should identify the exact floors, zones, rooms, and hazards covered by the outage.
Next comes patrol frequency. The AHJ or impairment plan may require continuous movement, fixed rounds, or a guard stationed at a specific hazard. One property may use 15-minute rounds. Another may require uninterrupted observation of a hot-work area. The guard follows the controlling instruction rather than inventing a schedule.
During each round, the guard checks that exit routes remain open, fire doors can close, extinguishers are present and accessible, and contractors have not created a new ignition source. In occupied buildings, the guard also watches for changes in occupant load or activity. A banquet starting, a delivery blocking a fire lane, or residents returning for the night can change the risk.
Communication must work everywhere on the route. A cell phone with no signal in the basement is not a reliable plan. Radios, landlines, runners, or other approved methods may be needed. The guard should know the property address, building name, entrance for responding crews, floor and room naming system, and any gate code before the first patrol.
What a fire watch guard does not do
A fire watch guard is not a substitute sprinkler system, alarm technician, code inspector, or structural firefighter. The guard does not repair valves, reset a panel without authority, certify that protection has been restored, or enter a smoke-filled area. Those jobs belong to qualified technicians, the fire department, or the AHJ.
The guard also should not take unrelated assignments that break patrol coverage. Checking in visitors, moving vehicles, handling deliveries, or covering a security desk can cause a missed round. If the property needs security and fire watch at the same time, management should staff both functions unless the AHJ and written plan approve a combined role that can be performed without interruption.
Hiring a guard does not remove the owner’s responsibility. Management must arrange repairs, make required notifications, provide access, control hazards, preserve exits, and keep the watch staffed until an authorized person releases it. The guard monitors the gap. Management closes it.
Training and qualifications
No universal federal fire watch card covers every assignment in the United States. State security licensing, city certificates, fire department rules, union-site requirements, and employer training can all affect who is qualified. New York City, for example, uses Certificates of Fitness for several types of fire guard work. Other jurisdictions rely on security credentials, documented employer training, or direct AHJ approval.
At minimum, the person on post should understand fire behavior, common ignition hazards, extinguisher limits, evacuation procedures, emergency communication, patrol documentation, and the site’s written orders. Hot-work posts require knowledge of spark travel, combustible exposure, wall and floor openings, and the need to inspect the opposite side of partitions where heat may transfer.
Site orientation matters as much as classroom training. Even an experienced guard can fail if no one explains that the west stair is closed, the sprinkler impairment covers only one riser, oxygen cylinders are stored behind a locked door, or residents on a care floor need staff help to evacuate.
What a strong patrol looks like
A strong patrol is deliberate and repeatable. The guard starts on time, follows the full route, varies direction when that improves observation, and physically checks spaces instead of signing a sheet from memory. The guard pauses at mechanical and electrical areas, looks above and below active hot work, checks concealed-space exposures where access is safe, and verifies that prior corrections stayed corrected.
Suppose a guard finds cardboard boxes stacked in front of an extinguisher. The guard records the location and time, contacts the responsible person, and confirms removal. If the same obstruction returns, the next log entry shows that too. Specific entries create accountability and let management see patterns that a row of checkmarks would hide.
Shift changes need a real handoff. The outgoing guard tells the replacement which systems are impaired, which hazards were found, whether contractors are still working, what notifications were made, and when the next round is due. Both guards should document the transfer so there is no uncovered interval.
How property managers should start a fire watch
First, confirm the type and extent of the impairment. Call the alarm or sprinkler contractor, but do not wait on repair timing before addressing life safety. Follow the building’s impairment plan and notify the fire department, alarm supervising station, insurer, occupants, or other parties when required.
Second, get instructions from the AHJ or controlling permit. Record the required patrol area, staffing level, frequency, log format, emergency procedure, and release conditions. A large or divided property may need several guards. One person cannot maintain a 15-minute route that takes 25 minutes to walk.
Third, prepare the site. Give guards current floor plans, keys, contact numbers, hazard information, and a working communication method. Point out occupied rooms, sleeping areas, people who need evacuation assistance, hazardous materials, active construction, and any change to normal exits.
Finally, keep repair and fire watch work on separate tracks. The watch protects people while the system is impaired. It does not make delay acceptable. Push the repair forward, document testing, and keep guards in place until the person named by the AHJ or impairment plan authorizes termination.
Put the right guard on the property
