What Does A Fire Watch Patrol Consist Of?

Your sprinkler contractor closes the control valve at 7:00 a.m. A crew is replacing pipe above an occupied warehouse, and the automatic protection for half the building is out of service. The fire marshal allows operations to continue, but only with a fire watch patrol. Your guard cannot wait by the panel. That guard has ground to cover.

A fire watch patrol consists of repeated rounds through every area affected by the impairment or hazard. The guard follows a set route, looks for signs of fire, checks exits and ignition hazards, records each round, and stays ready to call the fire department. The assignment is active and dedicated. It is not ordinary lobby security with a fire-watch label added to the schedule.

The authority having jurisdiction, or AHJ, controls the local requirement. That may be the fire marshal, fire department, building official, or another designated agency. The AHJ can set the patrol interval, staffing, route, log format, and release conditions. The building’s impairment plan, insurer, or company policy may add stricter rules.

The patrol covers the protection gap

A fire watch does not replace the mechanical performance of sprinklers, alarms, standpipes, or a fire pump. A person cannot suppress a ceiling-level fire as quickly as an operating sprinkler head. The patrol supplies human detection and notification while normal protection is missing. Its value depends on seeing trouble early and getting occupants and firefighters moving without delay.

Fire watch may follow a planned sprinkler shutdown, a damaged alarm circuit, a failed fire pump, loss of water supply, or an emergency system failure. It may also support hot work, construction, demolition, or an event with temporary hazards. The reason for the watch defines what the guard must observe. A failed alarm calls for strong detection and notification coverage. Hot work calls for close attention to sparks, slag, heat transfer, and concealed spaces.

Do not assume one national time threshold starts every watch. The International Fire Code contains impairment provisions, but local jurisdictions adopt and amend model codes differently. NFPA standards, local fire code, permit conditions, and the AHJ’s written direction may all affect the response. Contact the AHJ when the shutdown is discovered, then document the instructions you receive.

Site briefing before the first round

The patrol starts with information. Management should identify the impaired system, the exact affected area, and the expected repair window. The guard needs an emergency contact list, keys or credentials, a floor plan, and the building’s evacuation or relocation procedure. The briefing should also cover occupied areas, people who may need assistance, hazardous materials, active work, and any room the guard must not enter alone.

Confirm how the guard will summon help. A working phone or radio must stay with the patrol. The guard should know the site’s street address, building number, gate, floor, stair designation, and best apparatus access point. “Back mechanical room” is not enough information for a 911 dispatcher or an arriving engine company.

The watch must be a dedicated duty. A guard who is checking visitors, accepting deliveries, unlocking tenant suites, or handling parking complaints can miss a round. If the property still needs normal security work, assign another person to it.

A fixed route with named checkpoints

A usable route covers every part of the impairment zone within the required interval. It should be written down. Floor plans, numbered zones, checkpoint sheets, or an electronic tour system can keep the route consistent across shifts. The path should include occupied rooms and common areas, not just the fire control equipment.

Typical checkpoints include:

  • Corridors, aisles, exit doors, stair enclosures, and exit discharge areas.
  • Electrical, mechanical, boiler, generator, alarm, sprinkler, and fire pump rooms.
  • Kitchens, laundry rooms, trash rooms, loading docks, storage rooms, and utility spaces.
  • Hot-work locations, construction floors, roofs, basements, and parking levels.
  • Fuel storage, charging stations, temporary heaters, dumpsters, and exterior exposures.

A checkpoint proves the guard reached a location. It does not prove the guard inspected it. Scanning a tag while looking at a phone defeats the assignment. The log needs an observation, even when that observation is “no hazard found.”

Route timing matters. Suppose a 20-story tower is under a 30-minute patrol order, but one guard needs 48 minutes to walk every affected floor. Starting a round every 30 minutes does not solve the gap. Divide the tower into zones and add guards so every required area is checked within the ordered interval.

What the guard looks for

The first job is detecting fire. The guard watches for smoke, flame, sparks, glowing material, unusual heat, and smoke haze near ceilings. Burning plastic, overheated wiring, hot metal, or scorched insulation may be smelled before smoke is visible. Popping electrical sounds and an alarm buzzer from operating equipment also deserve immediate attention.

Exits come next. The patrol checks that corridors and aisles remain open, exit doors are accessible, and stairs are not blocked by storage or construction material. Fire and smoke doors should not be wedged open unless an approved system is holding them. The guard also checks that work crews have not cut off the planned exit path with lifts, cords, fencing, or deliveries.

Portable extinguishers should be visible, accessible, and in their assigned locations. The guard notes a missing unit, blocked cabinet, broken seal, obvious damage, or abnormal gauge reading. This visual check is not a substitute for the required extinguisher inspection or maintenance program. It catches a basic readiness problem before an emergency.

Ignition hazards change by occupancy. In an apartment building, the route may focus on laundry rooms, trash rooms, parking, utility spaces, and residential corridors. A warehouse adds rack aisles, battery charging, docks, high fuel loads, and long travel distances. A construction site adds temporary wiring, heaters, fuel cylinders, debris, unfinished stairs, and changing fire department access. The patrol plan should match the building that exists that day.

Patrol frequency comes from the order

Thirty-minute rounds are common, but they are not universal. An AHJ may require continuous observation, 15-minute rounds, hourly rounds, or another schedule based on the hazard. A hot-work permit may require a fire watch during the work and for a stated period afterward. Follow the written order or permit rather than a frequency copied from another property.

NFPA 25 addresses procedures around impairments to water-based fire protection systems. A proper response includes identifying the affected system, notifying the required parties, taking approved precautions, and restoring protection promptly. A fire watch can be one of those precautions, but the AHJ decides what is acceptable under the locally adopted rules.

NFPA 51B addresses fire prevention during welding, cutting, and other hot work. A hot-work fire watch stays near the operation, watches exposed and opposite sides of assemblies where heat can travel, keeps suitable extinguishing equipment ready, and continues for the period required by the permit and site conditions. That assignment may be stationary or limited to a tight work zone rather than a building-wide impairment route.

Coverage cannot stop for meals, breaks, or shift change. Relief should arrive before the outgoing guard leaves the post. The handoff covers the impairment, last completed round, open hazards, active contractors, changed access, emergency contacts, and any instruction from the AHJ. Never backfill a missed patrol time after the fact.

The log records every round

The fire watch log is both a working document and proof that coverage occurred. Fire officials may review it during an inspection, when the system returns to service, or after an incident. Keep the log on site where management and the AHJ can obtain it.

Each entry should include the date, actual patrol time, guard identity, route or zone, checkpoints visited, and conditions found. Record corrections and notifications with their times. If a contractor blocks an exit at 10:12 a.m., the entry should state who moved the material and when the exit was cleared. “All okay” repeated down a page tells little.

An electronic system can add verified times, GPS data, and checkpoint scans. Those records help, especially on a large campus, but they do not replace a written description of a hazard. A strong fire watch duty and patrol log shows where the guard went, what the guard saw, and what happened next.

What happens when the patrol finds trouble

Smoke or fire changes the job immediately. The guard calls 911 or uses the site’s approved emergency channel, activates the alarm or alternate notification method, and starts the evacuation or relocation procedure. Management must be notified, but that call cannot delay the fire department. Give responders an exact location, access route, known hazards, and any report of occupants who remain inside.

A trained guard may use a portable extinguisher on a small, early-stage fire only when there is a clear exit and the attempt does not delay notification. The guard does not enter heavy smoke, chase fire into a concealed space, or keep fighting a growing fire. Warning people and getting firefighters on the way take priority.

For a non-emergency condition, the guard protects the area and contacts the person who can correct it. A light box blocking an exit may be moved safely. A leaking fuel container, hot electrical panel, repeated hot-work violation, or failed exit door needs prompt escalation. Site leadership or the AHJ may stop work or expand the watch. Record the finding, notification, correction, and clearance time.

Property managers need a workable plan

Before hiring coverage, write down the impairment and the affected footprint. Ask the AHJ what notice, staffing, frequency, and documentation are required. Walk the proposed route with the provider. Time it with elevators unavailable and normal occupancy in place. That simple test exposes routes that look fine on paper but cannot meet the patrol interval.

Match staffing to distance and risk. One guard may cover a small retail building. A hospital, high-rise, warehouse campus, or multi-building construction project may need separate zones and radio contact between guards. Use four questions to test the plan. Can every affected area be reached on time? Can the guard see and hear conditions instead of checking a box from the doorway? Can the guard notify occupants and 911 if the normal alarm is down? Can a relief guard take over without leaving a gap? A “no” answer means the route, equipment, or staffing needs to change before the watch starts.

Do not end the watch because a technician says the repair is finished. The system may need testing, monitoring restoration, valve checks, and acceptance by the authorized party. Keep coverage in place until the AHJ or the person named in the impairment plan releases it. Record who gave the release, the time, and the restored system status.
