Joint Commission ILSM: The 4-Hour and 10-Hour Fire Watch Clocks
Accredited facilities do not just fix impairments. They run a process around them, and the process has two clocks that decide when a fire watch starts.
Interim life safety measures are the accreditor version of impairment management: a written policy for what the facility does when life safety is degraded. The clocks mirror the 2012 Life Safety Code: a fire alarm out more than 4 cumulative hours in 24, or a sprinkler system out more than 10, means the affected areas are evacuated or a fire watch starts. The ILSM policy, not improvisation, decides the details, and surveyors read the record against it.
What ILSM means
Interim life safety measures are the compensating steps an accredited facility takes when construction or a system failure degrades life safety: extra surveillance, temporary detection, education, and, on the far end, a fire watch. The facility writes its own ILSM policy, and surveyors check two things: the applicable standards, and whether the facility followed the policy it wrote.
