Fire Watch Under the International Fire Code
The International Fire Code, published by the International Code Council, is the base fire code across most of the country, adopted at the state or local level. In IFC jurisdictions, the section behind a fire watch order is usually 901.7, the impairment rules for fire protection systems.

IFC fire watch questions
Only where a state or city adopts it, and most do, with amendments. Florida is the big exception: it enforces a fire prevention code built on NFPA 1 and NFPA 101 instead.
Two immediate steps: the fire department and the fire code official hear about the outage, and the dead system gets tagged. Then the official decides how the people inside stay protected, clearing the building or posting an approved fire watch until repairs finish. The adopted edition and your marshal set the details.
