Oregon Fire Watch Requirements: What Property Owners Need to Know

It is what the Oregon Fire Code requires when protection is out of service and which local fire department is enforcing it at that address.

Oregon answers the first half of that question more directly than many states do. Oregon has one statewide operational fire code that applies to private premises across the state. Property owners are not left to guess which city ordinance controls. What varies is who is standing in front of the building. Local fire departments enforce the same state code, and the fire-code official serving your address decides how the rule applies to your outage, occupancy, permit, and hazardous work.

Oregon Runs One Statewide Fire Code, Enforced Locally

Oregon adopts the International Fire Code statewide as the Oregon Fire Code, or OFC. The current edition is the 2025 Oregon Fire Code, based on the 2024 IFC, effective October 1, 2025. The Oregon State Fire Marshal, or OSFM, adopts and maintains that code under ORS 476.030 and the rules at OAR 837-040-0010. One code, one edition, one adopting authority. That is the plain difference from the many states that leave fire-code adoption to each city and county.

Statewide adoption does not mean the state marshal inspects every building. Local fire departments serve as the authority having jurisdiction, or AHJ, at the building level, and they enforce the statewide OFC on the ground. Portland Fire & Rescue, the Salem Fire Department, Eugene Springfield Fire, and Tualatin Valley Fire & Rescue are examples. The fire-code official in your jurisdiction reads the same code, but that official is the one who inspects the property, issues permits, and decides whether an outage needs an approved fire watch.

Oregon also licenses the people who stand the watch. Private security professionals must hold statewide certification from the Department of Public Safety Standards and Training, or DPSST, for both unarmed and armed work. Unarmed certification runs through a 14-hour course and a two-year certification cycle. This is a real distinction: some states have no statewide security license at all, so a fire watch there can be stood by anyone the property hires. In Oregon the guard on your floor is expected to be DPSST certified.

For any specific building, still start with the fire department serving the street address. Ask who is acting as the fire-code official, whether the occupancy carries separate permit conditions, and what the department expects for an impairment. The statewide code answers what the baseline rule is. The local AHJ answers how it is applied to your address, your occupancy, and your outage.

Do not treat a patrol interval from a contractor handout or a rule you read for another state as the Oregon answer. The OFC sets the framework, and the AHJ’s written order or approved plan sets the coverage. Confirm both before you release a building to a fixed schedule someone assumed.

Conditions That Can Lead to a Fire Watch Order

A fire watch usually begins with a loss of protection or an activity that creates an unusual ignition hazard. The legal trigger comes from the OFC, an occupancy rule, a permit, or an AHJ order. When a required fire protection system is out of service, the code lets the official accept an approved fire watch or require the affected area to be vacated. The specific option turns on the system, the area, and the duration, so confirm it with the AHJ.

  • Sprinkler impairment: A riser, fire pump, control valve, or portion of the sprinkler system is shut down, drained, damaged, frozen, or awaiting repair. Under NFPA 25, an impairment expected to last more than 10 hours in a 24-hour period is commonly the point where a fire watch or evacuation is arranged.
  • Fire alarm impairment: Detection, notification appliances, monitoring, or a fire alarm control panel cannot perform its intended function. NFPA 72 practice treats an out-of-service alarm exceeding 4 hours in a 24-hour period as the threshold for a fire watch.
  • Hot work: Welding, cutting, brazing, grinding, or torch-applied roofing creates sparks or flame. IFC Chapter 35, section 3504.2, calls for a fire watch during the work and for not less than 30 minutes after it stops. NFPA 51B addresses the same hazard.
  • Construction or demolition: Normal protection may be incomplete while combustible loading, temporary heat, or access conditions raise the risk. IFC Chapter 33 and NFPA 241 govern fire safety during construction.
  • Hazardous condition or event: An official may order added safeguards when a condition, crowd, operation, or temporary use creates a danger not controlled by normal systems.
  • Permit or inspection order: A permit condition, correction notice, or written direction from the AHJ can require a watch on its own.

The system’s label matters less than what protection was actually lost. A panel can display trouble while some functions remain available. A sprinkler shutdown can affect one tenant, one floor, or the entire building. Give the AHJ the system type, affected area, expected duration, occupancy status, and any hazardous processes. Do not decide that a watch is unnecessary merely because the impairment was scheduled.

Impairment Planning Comes Before Patrol

A responsible impairment plan starts before the valve is closed or the panel is taken offline. Identify the impairment coordinator or responsible manager. Under the OFC and IFC, when a required fire protection system is impaired beyond the threshold, that coordinator must notify the AHJ and either restore the system or provide a fire watch. Confirm who must be notified, determine whether the affected area can remain occupied, arrange the protective measures the AHJ accepts, and set a realistic repair schedule.

Do not assume a universal patrol interval. The OFC sets the framework, but the coverage comes from the AHJ’s written order or the approved plan. That order should state the coverage area, patrol method, communication equipment, reporting path, documentation, staffing conditions, and the events that require escalation. If the direction is verbal during an emergency, document who gave it, when it was received, and what was understood.

Hot work has another layer. Federal OSHA’s 29 CFR 1910.252, with the construction parallel at 1926.352, addresses fire prevention and fire-watch precautions for covered welding, cutting, and brazing work. It calls for fire watchers under specified conditions, including where more than a minor fire might develop or combustible exposures cannot be adequately protected. The watcher needs suitable extinguishing equipment, must know how to sound an alarm, and watches for fires in exposed areas. The OFC hot-work rule and any local permit can add obligations on top of that.

A hot-work watch is not automatically the same assignment as an occupied-building watch during a failed alarm or sprinkler outage. The hazard area, duration, equipment, and stopping conditions can differ. If both hazards exist, tell the AHJ and job supervisor. One person should not be assigned conflicting duties that prevent continuous attention to the required area.

What a Fire Watch Guard Does on Site

The guard is a temporary human layer while normal protection is impaired or a hazardous activity is underway. The job is observation, early warning, notification, and support for evacuation. It is not system repair. It is not permission to continue unsafe work. It is not structural firefighting.

The route should cover the area named by the AHJ or impairment plan. During each patrol, the guard looks for smoke, flame, unusual heat, burning odors, blocked exits, obstructed fire department access, unsafe storage, ignition sources, and changes in the affected system. The guard also confirms that required extinguishers remain accessible and that doors, corridors, and exit paths are not being compromised.

Each round should create a usable record. Oregon guards should keep timestamped, signed patrol logs, and the AHJ can require them. A practical log identifies the property, date, guard, patrol start and completion times, route or area checked, conditions found, corrective action, notifications, and shift handoff. The guard must have a reliable way to call 911 and contact the property representative. Instructions should name the assembly point, emergency contacts, affected zones, occupied areas, and any occupants who need assistance. If a suspicious condition appears, the guard reports it immediately rather than waiting to finish the route or complete the log.

If there is an active fire, the priorities change at once. Sound the alarm or initiate the approved notification procedure, call 911, warn occupants, and support evacuation from a safe position. A portable extinguisher may be used only when the fire is incipient, the guard is trained and authorized, there is a clear escape path, and the attempt does not delay alarm or evacuation. The guard must never enter smoke or take on a fire beyond safe incipient-stage action.

Escalation, Repair, and Ending the Watch

Set escalation rules before the first patrol. Call 911 for smoke, flame, a credible report of fire, or another immediate threat. Contact the property manager and AHJ as directed for new system failures, blocked exits, loss of guard coverage, unsafe hot work, or conditions outside the approved plan. Stop work when the hot-work permit or safety procedure requires it.

Repair does not end the watch by itself. The responsible contractor should restore the system, reopen valves, clear impairment tags, test affected functions, and provide the required completion information. The impairment coordinator should notify the AHJ and the other parties listed in the plan. Where the AHJ ordered or approved the watch, obtain that authority’s direction before releasing the guard. A contractor saying “the panel looks normal” is not a substitute for required testing or official closeout.

Keep the final log, impairment notices, service records, test results, and closeout communication together. These records help show what protection was unavailable, what temporary measures were taken, and when normal protection returned. They also give the next shift or property manager a clear timeline if a question arises later.

Enforcement Runs Through the Oregon Fire Code and the Local AHJ

Because the OFC is statewide, the baseline authority is the same across Oregon, but the enforcement action happens locally. A fire-code official may inspect the property, issue a correction notice or order, require an approved watch, restrict a hazardous operation, suspend or condition a permit, or limit occupancy until protection is restored. The OSFM sets and maintains the code the local official is enforcing.

Penalties depend on the code provision, the permit, and local practice, so confirm the specific consequence with the AHJ for your occupancy rather than quoting a single figure. The practical risk is broader than a fine: delayed work, interrupted occupancy, permit action, and a documented failure to follow an official order can all affect operations. Following the OFC and the AHJ’s written direction is the cleaner path.

What an Oregon Property Manager Should Do Next

  • Identify the exact street address, occupancy, and responding local fire department serving as the AHJ.
  • Confirm the current code is the 2024 IFC (2025 Oregon Fire Code) and ask the AHJ which permits and impairment rules apply to your building.
  • Describe the affected system and area accurately. Include occupancy, expected outage duration, and hazardous operations.
  • Get the evacuation or fire-watch direction in writing when possible. Confirm route, staffing, communication, log, and closeout requirements.
  • Notify monitoring, alarm, sprinkler, insurance, tenant, and internal contacts as required by the approved plan.
  • Use DPSST-certified guards who can patrol without distractions, recognize hazards, maintain records, and start emergency notification.
  • Push repair work forward. A fire watch is temporary risk control, not a replacement for restoring protection.
  • Do not terminate coverage until the system has been tested and the responsible AHJ or plan permits closeout.
