Your sprinkler contractor calls at 2:10 a.m. A riser has split above the loading dock. Water is pouring through the ceiling, the control valve must be closed, and 140 people are still inside the building. The leak is obvious. The bigger problem is not.

Once that valve closes, part of the building loses automatic fire protection. A small fire that sprinklers would normally control can now grow while everyone assumes the system is working. That is the gap a fire watch must cover.

A fire watch during sprinkler system impairment is a temporary life-safety measure. It puts trained people in the affected area to spot smoke, flame, heat, or unsafe conditions; report a fire without delay; warn occupants; and support evacuation. It does not make an impaired sprinkler system whole. It buys detection time while repair crews restore protection.

Sprinkler impairment starts before the entire system fails

An impairment exists when a water-based fire protection system, or part of that system, cannot perform as designed. The outage may affect the whole property. It may also be limited to one floor, one tenant suite, a warehouse rack system, a fire pump, a standpipe zone, or a single riser.

That distinction matters. A closed valve on one branch line does not automatically require patrols through every building on a campus. It does require someone to identify the exact unprotected area, the hazards inside it, and every route a guard must cover. Guessing at the impairment boundary is how blind spots get built into a fire watch plan.

Common causes include frozen or broken pipe, a damaged sprinkler head, a failed fire pump, a closed control valve, loss of municipal water, an empty tank, underground main work, or renovations that require piping to be drained. Planned testing can also create an impairment. So can a control valve left shut after maintenance.

Do not confuse an alarm trouble signal with a confirmed sprinkler outage. They can happen together, but they are different protection problems. The alarm may lose its ability to transmit or sound while sprinkler piping remains charged. Sprinklers may also be unavailable while parts of the alarm system still work. Confirm which systems, devices, and spaces are affected.

The code trigger depends on the adopted rules and your AHJ

There is no single national sentence that makes every sprinkler outage a fire watch at the same minute. The authority having jurisdiction, or AHJ, applies the fire code and local amendments adopted for that property. The AHJ may be the fire marshal, fire prevention bureau, building official, campus fire authority, or another designated agency.

Many jurisdictions use an adopted edition of the International Fire Code. Its impairment provisions may call for evacuation or an approved fire watch when a required sprinkler system is out of service beyond a stated period. The exact threshold, allowed alternatives, notification steps, and guard qualifications can differ by edition and local amendment. High-risk conditions can lead an AHJ to require protection sooner.

NFPA 25 supplies the operational backbone for managing an impaired water-based fire protection system. It addresses impairment coordination, planning, tagging, notifications, restoration, and follow-up. NFPA 25 is widely used, but it becomes enforceable through adoption, contract, policy, or an AHJ directive. Treat it as a disciplined process, not a substitute for a local order.

Call the AHJ early. Give the building address, occupancy, affected area, system component, cause, estimated duration, and current life-safety conditions. Ask whether evacuation, a fire watch, added patrol staffing, or another measure is required. Record the name of the official, the time, and the instructions given.

Planned and emergency impairments need different first moves

A planned impairment gives you time to reduce the exposure before a valve closes. Schedule the work for the shortest practical window. Move combustible storage away from the affected area. Suspend hot work. Check exits, emergency lighting, extinguishers, and alarm functions. Arrange guards and patrol routes before the contractor drains the system.

An emergency impairment starts with control. Stop the water damage if it is safe to do so, but do not let leak cleanup consume the whole response. Assign one person to manage the impairment. Confirm the valve position and affected zone. Notify the fire department or AHJ as directed. Contact the alarm monitoring company, property representative, occupants or supervisors, and the insurance contact when the site plan calls for it.

NFPA 25 uses the concept of an impairment coordinator because split responsibility causes missed steps. On a smaller property, that person may be the facility manager. At a large hospital, factory, or campus, it may be an engineer or safety officer. The title matters less than the authority. One named person should know what is offline, who was notified, what temporary protection is active, and who can approve restoration.

Place impairment tags where required by the adopted procedure. A tag warns that the system is not in normal service and identifies the affected equipment. It does not replace a log, a radio call, or direct notice to people who rely on the system.

What a sprinkler impairment fire watch guard does

The guard patrols the unprotected area often enough to maintain meaningful observation. The AHJ or site plan may set the patrol interval. A guard cannot sit at a desk, watch a camera wall, and call that an active fire watch unless the AHJ has specifically approved that arrangement.

Each round should cover concealed corners, mechanical and electrical rooms, loading areas, storage spaces, stair doors, exit paths, kitchens, trash rooms, and any place where ignition or fuel is present. The route should match the building. A hotel needs attention to corridors, occupied floors, laundry rooms, and kitchens. A warehouse needs aisle access, charging areas, rack storage, dock operations, and any high-piled commodities. A construction site changes by the hour, so yesterday’s route may be wrong today.

The guard watches for smoke, flame, unusual heat, burning odors, electrical arcing, blocked exits, open fire doors, combustible accumulation, and work that raises ignition risk. The guard should also verify that access roads, fire department connections, hydrants, and sprinkler control rooms remain accessible.

If a fire is found, the guard follows the approved emergency procedure without delay. That usually means calling 911 or activating the alarm, warning occupants, giving the exact location and conditions, and supporting evacuation from a safe position. A portable extinguisher may be used only when the fire is small, the guard is trained, there is a clear escape path, and site policy allows it. The assignment is detection and notification, not interior firefighting.

Build patrol coverage from time, distance, and hazards

One guard is not automatically enough. Start with the walking time for a complete route. Add time to inspect rooms, document the round, manage elevator or stair travel, and respond to changing conditions. Then compare that cycle with the interval ordered by the AHJ.

If one complete route takes 38 minutes and patrols are required more frequently, the math does not work. Split the property into zones and add guards. The same applies when locked doors, public crowds, separate buildings, or active construction slow the route. Staffing should come from actual coverage, not a flat one-guard-per-building assumption.

Risk changes the plan too. A fully occupied assisted living facility cannot be treated like an empty concrete shell. Sleeping occupants, limited mobility, hazardous materials, high-piled storage, combustible construction, cooking, and hot work all raise the consequence of late detection. Coordinate with clinical staff, security, tenants, and contractors so the guard can enter every required area.

Hot work deserves separate control. Welding, cutting, brazing, and grinding can throw sparks into spaces the sprinkler system no longer protects. NFPA 51B and local permit rules address hot work fire prevention and post-work monitoring. The simplest move during a sprinkler impairment is often to stop nonessential hot work. If the AHJ permits it to continue, the hot work fire watch and the impairment fire watch must be planned as distinct duties unless the authority approves a combined assignment.

The fire watch log is an operating record

A useful log shows the property address, affected system and area, impairment start time, guard name, patrol times, route or zone, conditions observed, corrective actions, notifications, and handoffs. Entries should be made as rounds occur. Filling an entire shift from memory at the end defeats the purpose.

Record small problems. A blocked stair door, a propped fire door, a contractor starting a grinder, or smoke from an overheated motor may be the most important entry on the page. Note who was contacted and what changed. If an issue remains open, carry it into the next shift briefing.

Supervisors should review the log during the impairment, not days later. Look for missed rounds, impossible patrol times, repeated copy-and-paste entries, unexplained gaps, and areas that never appear. Good records help the property manager correct coverage before an emergency tests it.

Property managers need a written impairment plan

Write the plan before the next leak. List emergency contacts, AHJ numbers, alarm monitoring information, sprinkler contractors, water utility contacts, valve and riser locations, floor plans, patrol zones, communication methods, and the person authorized to manage the impairment.

Keep current keys and access credentials available. A guard who cannot enter a locked electrical room cannot inspect it. Test radios in basements, stairwells, parking decks, and remote warehouse corners. Decide where logs will be kept and how shift changes will be documented.

Give tenants and department heads a direct instruction: report smoke, burning odors, unsafe work, and fire protection changes at once. Tell them what area is impaired and whether operations have been restricted. Do not announce technical details so vaguely that occupants assume the entire system is normal.

Use a simple decision sequence:

  • Identify the exact system, valve, and area out of service.
  • Estimate duration with the repair contractor, then plan for delay.
  • Contact the AHJ and follow the written direction.
  • Remove ignition sources and suspend work that raises fire risk.
  • Map patrol zones and calculate staffing from route time.
  • Brief guards on alarms, exits, hazards, communications, and 911 procedures.
  • Review logs and conditions until the system is restored.

Restoration is more than reopening a valve

Do not end the fire watch because a contractor says the repair is done. The system must be returned to service through the required inspection and testing process. Confirm that valves are in their normal positions, water supplies are available, pumps and supervisory devices are functioning, drained piping is refilled, and affected equipment has passed the required test.

The impairment coordinator should confirm restoration with the contractor and follow the AHJ’s release instructions. Notify the fire department, alarm monitoring company, property contacts, supervisors, and other parties that received the impairment notice. Remove impairment tags only when authorized. Close the log with the restoration time, test information, approving party, and fire watch release time.

Watch for a partial restoration. One riser may be back while a pump, alarm interface, or separate zone remains impaired. State exactly what returned to service. Keep patrol coverage in any area that is still unprotected.
