Understanding Fire Watch Requirements and Regulations
Your building engineer calls at 2:10 a.m. A sprinkler riser has failed, water is off to three occupied floors, and the repair contractor cannot arrive until morning. Tenants are still inside. The alarm panel works, but the automatic suppression they depend on does not.
This is where fire watch requirements and regulations stop being an abstract code question. You need to know who has authority, whether people may remain in the building, how many guards to post, what they must do, and who can end the watch. A borrowed checklist will not answer those questions.
A fire watch is a temporary safety measure for a specific hazard. It does not replace an impaired sprinkler, alarm, standpipe, or fire pump. It does not make unsafe hot work acceptable. It gives trained people a defined job: spot fire and dangerous conditions early, raise the alarm, start emergency procedures, and document every patrol until normal protection returns.
There is no single patrol interval or national trigger that applies to every property. Fire watch obligations usually begin with a model code or standard, but they become enforceable through state or local adoption. A city may adopt one edition of the International Fire Code (IFC), add amendments, and publish its own impairment policy. The county next door may use different language.
The authority having jurisdiction, usually called the AHJ, applies those rules to the actual incident. Depending on the property, that authority may be the fire marshal, fire prevention bureau, building official, campus fire office, or another designated agency. The AHJ may approve a fire watch, require evacuation, restrict operations, add guards, or set conditions that are stricter than a general code summary.
Start with facts. Identify the property address, occupancy, affected system, exact outage area, expected repair time, occupied hours, and any added hazard such as hot work. Then ask the AHJ what adopted rule applies. Get the direction in writing when possible. Record the name of the official, contact time, instructions, and required notifications.
Do not assume that posting one person allows the building to stay open. A fire watch is a compensating measure only when the AHJ accepts it for those conditions.
IFC requirements connect the impairment to approved safeguards
The adopted IFC is often the regulatory backbone for a system impairment. Its fire protection provisions address required systems that are out of service and give the fire code official authority over the safeguards used during the outage. Local wording and adopted editions differ, so the official text and AHJ direction control.
The practical trigger is a loss of protection that leaves people or property exposed. That might be a disabled sprinkler zone, failed fire alarm, offline fire pump, empty water tank, impaired standpipe, or planned shutdown for testing and repair. The AHJ will weigh the size of the affected area, expected duration, occupancy, available exits, time of day, combustible load, and any protection that still works.
A small isolated outage in an empty warehouse is not the same incident as a full sprinkler shutdown in an occupied hotel. A failed alarm notification circuit creates a different problem than a closed sprinkler control valve. The watch plan must answer the hazard that exists, not merely display the words “fire watch” on a log sheet.
Required notices are part of the response. The AHJ may direct the owner to contact the fire department, monitoring company, insurer, property management, tenants, or other parties. Make those calls early. A patrol that starts hours before required notification is still a compliance failure.
NFPA 25 shapes water-based system impairment planning
NFPA 25 addresses inspection, testing, and maintenance of water-based fire protection systems when the jurisdiction has adopted or incorporated it. Its impairment process is relevant to sprinklers, standpipes, fire pumps, private fire mains, and water supplies. The process covers more than assigning a guard.
A responsible impairment coordinator should define what is out of service, isolate only what is necessary, estimate the duration, notify required parties, and arrange the precautions approved for the site. Depending on the conditions, those precautions may include evacuation, a temporary water supply, suspension of hazardous work, added extinguishers, or a fire watch.
Give guards a clear impairment map. They need to know whether one floor, one riser, one tenant space, or the entire building has lost protection. That boundary controls the route and staffing. It also changes during repairs. If a technician shuts another valve or takes the fire pump offline, the coordinator must reassess coverage and report the change.
Restoration requires the same control. Confirm that valves are in the correct position, testing is complete, alarms and monitoring are restored, and required parties have been notified. “The technician is packing up” is not a release order. Keep the watch active until the person authorized by the AHJ-approved plan ends it.

NFPA 51B addresses the separate risk created by hot work
Welding, torch cutting, brazing, soldering, grinding, and torch-applied roofing can send sparks and hot material beyond the work area. NFPA 51B supplies a common hot-work safety framework when adopted, referenced by the fire code, or made part of a permit. Site rules and permit conditions may add more.
The permit authorizing individual should inspect the work area before the job starts. Move combustible material where practical. Protect items that cannot be moved. Check the other side of walls and floors. Seal or guard openings that can carry sparks into hidden spaces. Confirm that suitable extinguishers are available and that required fire protection remains in service.
The hot-work fire watch must maintain direct attention to the hazard. Access control, deliveries, maintenance, and other side jobs can create dangerous gaps. The guard needs a working method to sound the alarm, clear knowledge of emergency procedures, and the ability to stop work when conditions become unsafe.
Observation continues after the torch or grinder stops because heat can smolder inside walls, roofs, insulation, or debris. The required duration comes from the adopted standard, permit, site conditions, and AHJ. Never treat one familiar time period as a universal rule.
A hot-work watch and a building impairment watch are not automatically interchangeable. One task may require a fixed view of the work while the other requires repeated patrols through several floors. If one person cannot perform both exactly as approved, assign separate guards.
Occupancy changes the trigger and staffing decision
Life risk drives the response. In a hospital or residential care facility, some occupants cannot evacuate without staff help. A hotel has sleeping guests who may not recognize an alarm problem. A school needs coverage around classrooms, assembly areas, and dismissal activity. A high-rise adds long travel distances and vertical fire department access. An active construction site may have open shafts, temporary heating, unfinished separations, and changing routes.
Warehouses bring their own problems. High-piled storage can block sight lines and produce rapid fire growth. Manufacturing sites may have flammable liquids, energized equipment, or processes that cannot be left unattended. Apartment buildings have residents behind closed doors and regular movement through stairs and corridors.
Staffing should follow the time required to patrol every assigned area at the AHJ-approved frequency. Walk the route before setting the headcount. Include stairs, basements, mechanical rooms, roofs, parking areas, concealed access points, and exterior exposures. Add relief coverage for meals and breaks. The required watch cannot stop because one guard leaves the post.
Conditions can force another AHJ call. Report a second system failure, increased occupancy, delayed repairs, a changed construction route, loss of radio coverage, or any new ignition hazard. Yesterday’s approval may no longer fit today’s building.
Fire watch guards need a narrow, active assignment
A guard should begin with a written briefing. It should identify the affected system, patrol boundary, route, frequency, emergency contacts, alarm method, available exits, fire department entrance, hazardous operations, and release authority. Site orientation should happen before the first round, not after an inspector asks a question.
During patrols, guards use sight, sound, and smell. They look for smoke, flame, sparks, overheated equipment, leaking fuel, unsafe hot work, blocked exits, accumulating combustibles, damaged doors, and tampering with fire protection equipment. They also watch for changing occupancy or work that expands the hazard.
Communication must work through the entire route. Test phones or radios in stairwells, basements, equipment rooms, garages, and remote exterior areas. Guards must know who calls 911, how occupants are warned, whether any part of the building alarm remains usable, and who meets responding firefighters.
Provide a flashlight, site map, keys, identification, logs, and checkpoint tools appropriate to the property. Supply extinguishers where the plan or hot-work permit requires them. A trained guard may attack a small, beginning-stage fire only when there is a safe exit and site procedures allow it. Alarm, emergency notification, and evacuation take priority.
Supervisors should inspect the route, review records, verify relief, and correct missed rounds immediately. A security officer parked at the entrance is not conducting a fire watch across an impaired building.
Logs must prove what happened on every round
A useful fire watch log tells an inspector who was on duty, where the guard went, when each area was checked, what the guard observed, and what action followed. Record the property, date, affected system or permit, guard name, shift times, each patrol time, checkpoint or area, conditions found, notifications, corrective actions, relief, and supervisor review.
Avoid vague entries such as “all clear” copied down a page. If a corridor was clear, name it. If cardboard blocked an electrical room and staff removed it, record the discovery, notification, and correction time. If technicians changed the impairment boundary, note that too.
Never prefill patrol times or sign rounds at the end of a shift. Unexplained gaps suggest that coverage failed. Digital checkpoints can help establish time and location, but technology does not replace observation. Keep a paper backup for a power, device, or network failure.
Store the log with the AHJ order, impairment plan, permits, system map, technician records, staffing roster, training documents, notification history, and final release. The AHJ, insurer, or company policy may set retention periods. Follow the longest applicable requirement.
Property managers can control the response with a simple sequence
First, stop any work that could worsen the hazard. Identify the exact impairment and protect the area. Notify the responsible manager, AHJ, and every party required by the adopted procedure. Ask whether occupancy may continue and what safeguards the AHJ will accept.
Next, put the approval into an operating plan. Map the affected area. Walk and time the route. Set staffing and relief. Remove ignition hazards where possible. Brief the guards and test communications. Confirm that each person knows the immediate actions for smoke or fire: sound the alarm, call 911, begin the site evacuation procedure, and direct firefighters to the incident.
During the watch, review patrol records and repair progress. Escalate any changed condition. Do not reduce staffing or stretch intervals because repairs take longer than expected.
Finally, require documented restoration and authorized release. Confirm testing, valve position, alarm reset, monitoring service, and all required notifications. Record the end time and the name of the person who ended the watch.
