What to Do When Your Fire Alarm System Is Down (Step-by-Step Guide)

Your fire alarm panel dies at 2:10 a.m. in a six-story apartment building. The night manager hears a trouble chirp, finds a blank display, and learns the alarm contractor cannot arrive for two hours. Residents are asleep. The sprinkler system may still work, but nobody knows whether its waterflow signal will reach the monitoring station.

This is a fire protection impairment. Treat it as an emergency management problem, not a maintenance ticket. Find out what protection was lost. Call the people who have authority over the building. Put temporary safeguards in place before the outage becomes a fire.

What to do when a fire alarm system is down

Use this order during the first few minutes:

  1. Call 911 if you see smoke, smell burning, hear an alarm, or suspect an active fire.
  2. Read the fire alarm control panel. Do not keep resetting it to make the signal disappear.
  3. Record the time, panel message, affected zone, power condition, and recent work near the system.
  4. Tell the building owner, property manager, facility director, or designated impairment coordinator.
  5. Call the alarm monitoring station and a licensed fire alarm contractor.
  6. Contact the local fire department, fire prevention office, or Fire Marshal for instructions.
  7. Stop work or building operations that could create an avoidable ignition hazard.
  8. Start the temporary notification plan and fire watch if the authority having jurisdiction requires one.

A failed panel is only one possible outage. A system can appear normal while a notification circuit, detector loop, radio communicator, sprinkler supervisory connection, voice evacuation channel, smoke-control interface, or elevator recall function is disabled. Ask the service technician to identify every lost function. Your temporary plan must cover those exact gaps.

Confirm the extent of the impairment

Start at the control unit. Write down the message before anyone silences or resets it. A photo can preserve the exact display for the technician. Check whether the panel has normal utility power and whether the building recently had an outage, surge, leak, renovation, or contractor shutdown. Do not open cabinets, bypass points, or test circuits unless you are trained and authorized.

Ask four direct questions. Can the system detect a fire? Can it warn every occupant? Can it send alarm, supervisory, and trouble signals off site? Do connected functions such as door release, elevator recall, smoke control, or sprinkler monitoring still operate? The answers separate a minor device fault from a building-wide loss of protection.

Do not assume that a working sprinkler system solves an alarm outage. Sprinklers control many fires, but they do not replace early detection, horns, strobes, voice instructions, or automatic fire department notification. The reverse is also true. A working alarm does not compensate for a closed sprinkler valve or an empty water supply.

Make the required notifications

Call the supervising station and ask what signals it can receive from the property. Give the account name, street address, affected panel or building, outage start time, and your callback number. Ask whether the account shows a communication failure or test status. Coordinate any testing with the station so responders are not dispatched by mistake.

Request emergency service from a licensed alarm contractor. Give the technician the actual symptoms: blank screen, ground fault, dead batteries, failed network node, damaged circuit, or lost communicator. Ask for the arrival time. Never accept repeated resets as a repair.

Then call the authority having jurisdiction, often the local fire department or Fire Marshal. Local adoption controls the response. Tell the official what is down, which floors or zones are affected, when the outage began, what occupancy is present, when the technician will arrive, and what temporary measures have started. Record the official’s name, time of the call, and instructions.

Your insurer, corporate safety office, landlord, or major tenant may have a separate notice rule. A hospital, assisted-living facility, hotel, apartment building, school, warehouse, or crowded assembly space may also have an emergency plan that requires extra staffing or relocation. Follow the strictest applicable direction.

Know when a fire watch is required

There is no single national hour threshold that applies to every alarm outage. The adopted fire code, local amendments, occupancy, outage duration, affected area, and Fire Marshal’s order control the trigger. An official may require an immediate fire watch, allow a short repair window, limit occupancy, or order evacuation.

Ask the AHJ a plain question: “Is a fire watch required, and what patrol frequency and documentation do you require?” Do not rely on an old policy from another property or city. If you cannot reach the AHJ and people remain exposed, use the building impairment plan and put trained patrol coverage in place while notifications continue.

A fire watch is not a guard sitting at the front desk. The assigned person must have no competing job that interrupts the patrol. The guard needs a reliable phone or radio, access to all required areas, knowledge of the temporary alarm method, and authority to start evacuation. If employees cannot meet those conditions, use a qualified fire watch service.

Build the temporary protection plan

Divide the property into a route that covers every affected area. Include electrical and mechanical rooms, kitchens, laundry rooms, loading docks, storage areas, stairwells, trash rooms, construction zones, and spaces that remain locked or empty overnight. The AHJ sets patrol timing. Follow the ordered interval, including continuous presence when directed.

During each round, look and smell for smoke, heat, electrical odor, damaged wiring, blocked exits, open fire doors, unsafe cooking, combustible buildup, and unauthorized work. Check that portable extinguishers and fire department connections remain accessible. The guard reports hazards and starts emergency action. The guard does not repair alarm equipment or enter a smoke-filled room.

Use a written log for every patrol. Record the property, date, guard’s name, impairment, round start and finish time, exact areas checked, observations, corrective action, calls, and relief handoff. Write entries when the round occurs. A prefilled log has little value to a Fire Marshal and may hide a missed patrol.

Give occupants and staff a temporary alarm method approved for the site. Air horns, radios, public-address announcements, runners, or other methods may work when matched to the building. Account for locked rooms, loud equipment, large floor plates, sleeping occupants, and people who may need help evacuating. A group text alone is a weak alarm. Phones may be muted, out of service, or left on a desk.

Control ignition hazards while protection is limited

Reduce the chance of a fire until the system returns to service. Stop smoking violations. Remove trash and excess combustible storage. Keep exits clear and fire doors closed. Restrict cooking, charging, fuel transfer, or other risky operations if the impairment plan or AHJ directs it.

Hot work deserves a separate decision. NFPA 51B provides a fire prevention framework for welding, cutting, brazing, grinding, and other spark- or heat-producing work. A hot work permit and hot work fire watch do not replace the building fire watch ordered for an alarm impairment. Postpone nonessential hot work while detection or notification is down. If emergency work must proceed, the permit authorizing individual should coordinate added controls with the AHJ.

Construction crews often cause avoidable outages by cutting circuits, covering detectors, creating conductive dust, or interrupting power. Require a written impairment plan before planned shutdowns. Limit the affected area and time. Restore devices at the end of the shift whenever the work allows it.

Account for sprinkler and suppression systems

An alarm outage may also break the connection between a sprinkler system and the monitoring station. Confirm whether waterflow alarms, valve supervisory signals, fire-pump signals, and low-air alarms still transmit. If the sprinkler system itself is impaired, NFPA 25 procedures and the locally adopted fire code may add notifications, tags, shutdown controls, and fire watch requirements.

Do not turn sprinkler valves, silence supervisory signals, or return equipment to service without authorized personnel. A closed control valve can leave an entire floor unprotected while the alarm panel appears quiet. Ask the sprinkler contractor to document valve position, water supply, fire-pump status, and every signal tested after repair.

Commercial kitchens, paint booths, data rooms, and industrial spaces may have separate suppression systems. Verify whether the alarm outage affected their releasing, supervision, or shutdown functions. The equipment vendor and AHJ should address those systems directly.

Respond correctly if the guard finds smoke or fire

The sequence must be clear before the first patrol begins. Call 911. Use the approved temporary method to warn occupants. Start evacuation under the building emergency plan. Give arriving firefighters the fire location, best access point, known hazards, and status of the impaired system.

A trained person may use a portable extinguisher only on a small, incipient-stage fire when site policy permits it and a clear escape route remains behind the person. Nobody should delay the call to 911 or enter a smoke-filled area to investigate. The watch exists to detect, report, and move people to safety.

Restore the alarm system and end the watch

A panel that reads “normal” is not enough. The licensed technician should test the repaired equipment under the manufacturer’s instructions, NFPA 72 procedures, and local requirements. The test should cover affected initiating devices, notification appliances, circuits, batteries, primary power, communications, and connected building functions.

Confirm that the monitoring station receives the correct alarm, supervisory, and trouble signals. Ask the station to identify the property and signal type. Remove the account from test status only after the work is finished.

Notify the AHJ that repairs and testing are complete. Some jurisdictions require a service ticket, restoration report, inspection, or direct permission before the watch ends. Keep patrols active until the responsible authority or approved impairment procedure releases them. Then tell occupants, remove impairment notices, restore building interfaces, and confirm that no detector covers, bypasses, or isolated points remain.

Keep one complete impairment record

Collect the discovery time, panel messages, affected functions, notification calls, AHJ instructions, contractor arrival, diagnosis, repair, test results, monitoring confirmation, patrol logs, and restoration approval. Keep service reports and photos with the record. This file shows what happened and gives the next shift a reliable history.

Review the failure after the building returns to normal. Replace weak batteries on schedule. Update emergency contacts. Fix gaps in spare parts, contractor response, staff training, or after-hours access. Keep the alarm contractor, sprinkler contractor, AHJ nonemergency number, monitoring station, and fire watch provider contacts at the panel and in a second accessible place.
