You arrive Monday morning and find the sprinkler control valve tagged out. A pipe split over the weekend, and the repair crew cannot get the replacement fitting until noon. Tenants are already coming through the doors. The alarm panel looks normal, but part of the building no longer has automatic sprinkler protection.
Do you need a fire watch guard? You may. The answer depends on what protection is unavailable, how much of the property is affected, how long the outage will last, and what your local authority having jurisdiction requires. That authority, often called the AHJ, is usually the fire marshal, fire prevention bureau, or another local official.
Do not make the decision from a generic time limit you found online. Codes are adopted and amended locally. Occupancy type, system design, permit conditions, and the AHJ’s direction all matter. Treat every impairment as a real event, make the required calls, and document what you were told.
Start with the missing layer of protection
A building relies on several separate fire protection features. Automatic sprinklers control or suppress a developing fire. Fire alarms detect a problem and notify occupants. Supervisory devices report closed valves and other abnormal conditions. Pumps, standpipes, kitchen hood systems, smoke control, and special suppression systems protect specific hazards.
An impairment means one of those systems, or a useful part of it, cannot perform as intended. The cause may be planned maintenance, an accidental water shutoff, frozen piping, alarm panel failure, a damaged detector circuit, or a failed inspection. The problem may cover one room, one floor, or the whole property.
That scope matters. A single detector out of service in a vacant office does not present the same problem as a disabled alarm panel in an occupied hotel. A closed sprinkler valve protecting one retail tenant is different from a failed fire pump serving a high-rise. Both need attention, but the response must fit the actual exposure.
NFPA 25 provides a process for managing impairments to water-based fire protection systems. That process includes identifying the affected equipment, notifying the appropriate parties, controlling ignition sources, and taking steps to reduce the danger. Depending on the circumstances and local rules, those steps can include evacuation, an approved temporary water supply, shutting down hazardous operations, or establishing a fire watch.
Call the AHJ before you assume the building can stay open
Your first operational question is not simply, “How many hours has the system been down?” Ask whether the property can remain occupied under the conditions that exist right now.
Notify the people required by your impairment procedure. That list commonly includes the fire department or fire prevention office, the alarm monitoring company, the building owner, affected tenants, the insurance carrier, and the contractor making repairs. A healthcare facility, school, industrial plant, or government site may have more notifications written into its plan.
Give the AHJ specific facts:
- Which system or system zone is impaired
- What caused the impairment
- Which floors, rooms, or hazards lost protection
- Whether the building is occupied
- How long the repair is expected to take
- What compensating measures are already in place
Ask whether a fire watch is required, what patrol area and frequency they expect, what records they want, and who may stand the watch. Get the official’s name and record the time of the conversation. If the AHJ gives an order, follow it. A building policy or contractor opinion does not override that direction.
System impairment is the most common trigger
You should prepare for fire watch when an alarm, sprinkler, standpipe, fire pump, or other required protection system is out of service and occupants or hazards remain in the affected area. Local code language often addresses impairments that last beyond a stated period, but the adopted threshold is not identical everywhere. An official can also require coverage sooner based on the building and the hazard.
Consider a 200-room hotel with an alarm communication failure at midnight. Sleeping guests may not recognize smoke or hear staff warnings quickly. Waiting for a broad time threshold to pass would ignore the immediate life-safety problem. The AHJ may require trained patrols at once, restrict which rooms can be used, or order other measures.
Now consider a warehouse where one dry-pipe sprinkler zone is down during a valve replacement. The affected rack storage area may contain a heavy combustible load. Management could suspend work and isolate the area, but leaving normal shipping operations in place without added protection may not be acceptable. Again, the AHJ decides what is approved.
Planned work does not remove the duty. Schedule impairments for the shortest practical period. Stage parts and personnel before taking a system offline. Limit the area affected. Stop cutting, welding, or other ignition-producing work nearby unless the permit and safety controls specifically allow it.
Hot work can require a different kind of fire watch
A fully working sprinkler system does not settle every fire-watch question. Welding, cutting, brazing, soldering, torch-applied roofing, and grinding can throw sparks or transfer heat into concealed spaces. Those operations may require a hot-work fire watch under the site’s permit program and the locally adopted fire code.
NFPA 51B addresses fire prevention during welding, cutting, and similar work. The permit authorizing individual should inspect the area and decide whether hot work can proceed there. Combustibles should be moved or protected, openings should be covered, and suitable extinguishers should be ready. The assigned fire watch watches for ignition during the work and for the required period afterward.
The worker holding the torch should not be treated as the fire watch. That worker is focused on the task and may have limited visibility. The person watching for fire needs a clear view of the hazard area, including the opposite side of walls or floors when heat could travel through them.
Post-work watch duration depends on the governing permit, adopted standard, and site conditions. Concealed voids, combustible construction, roof work, and slag dropping between levels can justify longer monitoring. Follow the approved permit instead of relying on a remembered rule from another job.
Construction and demolition change the risk every day
A construction site can lose its planned fire protection as the building changes. Exits move. Standpipe work pauses service. Temporary heaters appear. Packaging piles up. A corridor that was clear yesterday may be blocked by materials this morning.
NFPA 241 addresses fire safety during construction, alteration, and demolition. Local fire codes and permit conditions determine how its provisions apply to a specific project. A fire prevention program manager should track changing hazards, control ignition sources, maintain access for responding crews, and arrange required fire watch coverage.
Do not copy the patrol route from a finished office building. A construction watch may need to check temporary enclosures, active hot-work zones, fuel storage, stair towers, temporary power, and floors where permanent alarms are not yet active. Demolition may expose shafts or concealed channels that allow smoke and flame to move fast.
At the start of every shift, compare the route with the work plan. If a stair closes or a new hazardous operation begins, update the patrol and brief the guard. A stale route leaves the newest hazard unseen.
An AHJ order makes the answer simple
A fire marshal may order fire watch after an inspection, complaint, emergency response, or system failure. The order may state staffing, patrol frequency, reporting, communication, and termination conditions. Read the whole notice. Do not treat “fire watch required” as permission to invent a minimal response.
If any instruction is unclear, ask the issuing office for clarification before assigning personnel. Some jurisdictions allow trained building staff in limited circumstances. Others require a licensed or approved guard company. The property manager remains responsible for meeting the order even when a contractor supplies the guards.
Keep the written order, daily logs, repair records, and communications together. Those records help the next shift maintain continuity and show what happened if an inspector returns.
What a fire watch guard actually does
A fire watch guard is a human detection and reporting layer. The guard patrols the assigned area, looks and smells for signs of smoke or fire, checks for blocked exits and new hazards, keeps a time-stamped log, and starts the emergency procedure without delay.
The guard must know how to contact the fire department, how to alert occupants, where the exits lead, and where portable extinguishers are located. The guard should carry reliable communication equipment and have no unrelated duties that pull attention away from the watch.
A fire watch is not a repair and does not reproduce automatic protection. One person walking a route cannot discharge water like a sprinkler or provide building-wide notification like a working alarm system. Coverage is temporary risk control while the property restores its normal systems or follows another approved plan.
Guards should not attempt interior firefighting beyond their training or the property’s emergency plan. Early reporting and occupant warning come first. If a small, incipient fire can be addressed safely with an extinguisher and site rules permit it, the guard may act. No log entry or piece of equipment is worth delaying evacuation or the fire department call.
Use a written decision process
When a manager calls and asks whether a guard is needed, work through the same facts each time:
- Identify the exact system, operation, or area creating the problem.
- Confirm who is exposed and what combustible or special hazards are present.
- Check the adopted code, permit, impairment plan, and site emergency procedures.
- Notify the AHJ and other required parties with a realistic repair estimate.
- Record the direction received and put approved controls in place.
- Reassess whenever occupancy, repair timing, or site conditions change.
If you cannot reach the AHJ immediately, do not assume silence means approval. Apply the building’s emergency plan, reduce hazards, contact the appropriate emergency or non-emergency fire department number, and use qualified coverage while you obtain direction. If conditions are unsafe, restrict access or evacuate under the plan.

Do not end the watch because a contractor packed up
Repairs ending and an impairment ending are not always the same event. The affected system may need testing, restoration of valves, alarm reset, monitoring confirmation, or an inspection. A hot-work permit may require continued observation after the last spark.
Follow the AHJ’s release conditions and your impairment procedure. Confirm that equipment has returned to service. Notify everyone who received the original impairment notice. Close the log with the restoration time, the person authorizing termination, and any open corrective work.
If the repair slips into another shift, conduct a face-to-face handoff. Walk the route. Review unusual findings. Confirm communication methods and emergency contacts. A signature alone does not tell the next guard that contractors moved a temporary wall or stored new material beside the impaired zone.
Make the call before the gap gets wider
If a required system is down, hot work is starting, construction conditions have changed, or an official has issued an order, treat the fire-watch decision as an immediate operating issue. Identify the hazard, contact the AHJ, control ignition sources, and place trained people where the building has lost protection.
