Your fire alarm panel goes into trouble mode at 6:40 p.m. The monitoring company calls the front desk, then calls again when nobody answers after hours. Your service technician can look at it tomorrow morning. That leaves a live, occupied building with no working detection or notification system overnight, and nobody at the property has decided what happens next.
In most jurisdictions, yes: a fire alarm outage requires either an approved fire watch or a building evacuation, and the fire code official decides which one applies. That decision follows the same code rule that governs a sprinkler shutdown, not a separate alarm-specific standard, and the duty attaches from the moment the outage is discovered, not after some grace period expires.
The International Fire Code treats “systems out of service” as one rule that covers any required fire protection system, alarm or suppression alike. Section 901.7 does not care which system failed. It cares whether occupants are left unprotected, and it hands the evacuate-or-watch decision to the authority having jurisdiction (AHJ), not to the building owner.

IFC 901.7 puts a fire alarm outage in the same bucket as a sprinkler impairment
Section 901.7 of the International Fire Code applies to any required fire protection system that goes out of service, including fire alarm and detection systems. It reads in substance: where a required system is out of service, the fire department and the fire code official must be notified immediately, and the fire code official may require either evacuation or an approved fire watch for occupants left unprotected until the system is back in service.
Nothing in 901.7 sets a universal grace period before that duty kicks in. Notification is immediate, and the fire code official can require protection right away, not after four hours or ten hours. Those numbers show up elsewhere — in related standards, permit conditions, and insurance policies — not in the base 901.7 text itself.
Local adoption still matters. Most states and cities have adopted some edition of the IFC, with local amendments layered on top of the base text. Florida is a notable exception, running its fire prevention rules through NFPA-based code instead of the IFC. A fire alarm outage is not automatically treated like a sprinkler outage by every insurer

Some commercial property policies specify their own impairment notification windows, require a named third-party monitoring company confirmation, or set stricter fire watch staffing than the local code demands. The practical takeaway: when the alarm goes down, call your broker or carrier the same day you call the fire department. Don’t assume the code-minimum response also protects your claim if a fire happens during the outage.
The notification sequence starts the moment the panel goes down
The building owner has to name an impairment coordinator to manage the outage. If nobody has been formally assigned in advance, the code treats the owner as the coordinator by default — there is no version of this where nobody is responsible.
The required notifications happen immediately: the fire department, the fire code official, and — as a practical matter, even where the base code text is brief on this point — the alarm monitoring company and your insurance carrier. A tag goes up at the fire alarm control unit and annunciator showing which system, or which part of it, is out of service.

Skipping the notification step is a separate problem from skipping the fire watch itself. Fire code officials generally treat an unreported outage more seriously than a reported one that later draws an evacuation order, because the report is what lets the official make an informed call instead of finding out about the outage after a fire, an inspection, or a complaint.
A fire watch guard replaces what the alarm can no longer do
A fire watch guard exists to cover the two jobs a working fire alarm system normally performs on its own: detecting a fire and getting people out or getting help called. Section 901.7 states it plainly — where fire watches are used, they must be provided with at least one approved means to notify the fire department, and their only duty is to perform constant patrols of the protected premises and keep watch for fires.
In practice that single sentence expands into a specific shift routine:
- Continuous patrols. Not a single walkthrough at the start of the shift — repeated rounds through every area the alarm system would normally cover, on a schedule set by the fire code official’s order or the site’s written fire watch plan.
- A working notification method. A cell phone, a radio, or another approved way to reach the fire department directly, carried on the guard at all times, not left charging at a desk.
- A timestamped log. Date, time of each round, areas covered, hazards found, and who was notified about them. If it is not written down, a fire marshal treats the round as if it never happened.
- Occupant notification procedure. Because the automatic system cannot sound an alarm on its own, the guard needs a manual way to warn occupants and should know the evacuation plan for the space being covered.
- Extinguisher awareness. The guard should know where portable extinguishers are staged and understand their limits — a fire watch is a detection and notification function, not a substitute for the fire department’s suppression capability.
None of this requires exotic equipment. It requires a person whose sole job, for the length of the shift, is watching for fire and being reachable the instant they find one.
Patrol frequency and staffing depend on the building, not a fixed number
No single interval applies to every fire alarm outage. The IFC does not print a “patrol every 30 minutes” rule the way some hot-work permits set a fixed post-work monitoring period. Frequency and guard count instead come out of a short set of building-specific factors:
- Occupancy type. A hospital wing or a hotel with sleeping occupants generally needs tighter coverage than a daytime office, because occupants may not be awake or mobile enough to self-evacuate quickly.
- Occupant load and building size. More floor area or more people to account for on a round usually means either more frequent patrols or more than one guard working the same shift.
- Hazard level. A warehouse with combustible storage, or a facility running hot work at the same time as the alarm outage, needs closer coverage than a low-hazard occupancy with light combustible loading.
- The fire code official’s order. When the AHJ issues a specific fire watch order, it can set the exact interval, staffing count, and areas to cover — and that order overrides any general assumption drawn from this list.
Because the fire code official holds this authority, the right first move after an alarm outage is not guessing at a patrol interval. It is calling the fire code official’s office, asking what they expect for this specific building and occupancy, and documenting that answer alongside the impairment tag the same day.
What the guard cannot do when the alarm is down
A fire watch is a stopgap, not a replacement system. The guard cannot repair the panel, cannot waive any code requirement, and cannot authorize the building to skip the evacuation-or-watch decision that belongs to the fire code official alone.
The guard also is not a general security officer. Their sole duty under 901.7 is patrolling and watching for fire — stacking unrelated tasks such as parcel intake, access control, or parking enforcement onto that shift dilutes the coverage the code is asking for. If your facility needs both fire watch coverage and general security during the outage, staff them as two separate roles rather than one person doing both.
And a fire watch does not stop the clock on getting the alarm system fixed. NFPA 25’s impairment procedures and most insurance policies expect the outage to be resolved as quickly as reasonably possible, with the fire watch running only for as long as the system stays down — not indefinitely as a substitute for repair.
How this plays out differently by occupancy type
A hotel with a dead alarm system overnight typically draws the strictest response, because sleeping occupants cannot self-evacuate the moment smoke appears the way an alert daytime office population can. Expect the fire code official to lean toward requiring a fire watch with frequent rounds through corridors and stairwells rather than accepting a lighter patrol schedule.
A warehouse or industrial building with a low overnight occupant count but heavy combustible storage presents a different risk profile: fewer people to protect, but a fire that could grow large and fast before anyone notices without an alarm. Patrol routes here should prioritize storage areas and any location running hot work or other ignition sources.
An office building during business hours, by contrast, often has enough occupant awareness and exit familiarity that some AHJs allow a lighter watch than an occupied residential or healthcare setting would receive — but that is the fire code official’s call to make, not a default your property team should assume.
What your property team should do in the first hour
When the panel goes into trouble or the monitoring company reports a full outage, work through the same short list every time:
- Call your alarm service company for the scope of the failure and a real repair ETA — not a guess.
- Notify the fire department and the fire code official immediately; do not wait for business hours to make the call.
- Post the impairment tag at the fire alarm control unit and annunciator.
- Ask the fire code official whether they want evacuation or a fire watch, and get their expected patrol frequency in writing if possible.
- Call your insurance broker the same day to confirm the policy’s own impairment notification requirements.
- If a watch is required, engage guards who understand patrol, notification, and log requirements — not general security staff filling a gap on short notice.
- Keep the tag up and the log running until the system is tested, restored, and the fire code official is notified that protection is back in service.
