Do Hotels Need a Fire Watch During a System Impairment?

A sprinkler contractor drains the standpipe in your hotel for a valve replacement that was supposed to take four hours. It is now 9 p.m. on a holiday weekend. Every room is sold. The alarm panel in the back office shows a trouble signal, and your night auditor is asking whether you have to do anything about it.

Yes, you do. When a required fire protection system goes out of service in an occupied hotel, the standard expectation is a fire watch until the system is restored. NFPA 25, the standard for inspection, testing, and maintenance of water-based fire protection systems, lays out the impairment procedure. Your local fire marshal — the authority having jurisdiction, or AHJ — enforces it and can order a fire watch on the spot.

This is not a paperwork exercise. Guests are sleeping above a dead sprinkler system. Here is what the codes require, what triggers the watch, what the guard actually does in your hallways at 3 a.m., and what you should have lined up before the contractor ever closes the valve.

A fire watch is required when the system protecting your guests goes down

The rule is straightforward: when a fire protection system is impaired, someone has to watch the building. An “impairment” is any condition — planned or emergency — that takes a sprinkler system, fire alarm, or other protection out of service. In NFPA 25 terms, it does not matter whether the shutdown was scheduled months in advance or happened when a pipe burst an hour ago.

Hotels sit in the highest-stakes occupancy category for this. You have sleeping occupants, unfamiliar with the building, behind closed doors, on multiple floors. The detection and suppression systems are the whole plan. When one of them goes dark, the AHJ expects a human substitute: trained personnel patrolling the affected areas, ready to detect a fire, alert occupants, and call the fire department.

Local adoption varies. Most jurisdictions enforce some edition of the International Fire Code and reference NFPA 25 for water-based systems, but the exact trigger language and patrol expectations come from your fire marshal. Treat anything here as the national baseline, then confirm the local interpretation.

NFPA 25 puts an impairment coordinator in charge of the shutdown

NFPA 25 requires the property owner or a designated representative to assign an impairment coordinator before a planned shutdown. That person authorizes the impairment, controls the timeline, and owns the procedure from start to finish.

The standard’s impairment program, covered in Chapter 15, is specific about what has to happen:

  • Determine the extent and expected duration of the impairment before work starts.
  • Inspect the areas or buildings involved and identify the increased risks.
  • Submit recommendations to manage those risks — this is where a fire watch gets assigned.
  • Tag the impairment. A tag goes on the fire department connection, the system control valve, and any other location the AHJ requires, so nobody mistakes the building for protected.
  • Notify the right parties: the fire department, the alarm monitoring company, the insurance carrier, and anyone else the AHJ lists.

For an emergency impairment — a failed pump, a ruptured main — the same machinery spins up immediately. There is no grace period because the outage was unplanned.

Passing the ten-hour mark changes what the AHJ expects

NFPA 25 draws a hard line at duration. When a fire protection system is out of service for more than 10 hours in a 24-hour period, the standard calls for additional measures. Those measures include evacuating the affected building or portion, providing an approved temporary water supply, establishing a fire watch, or a combination the AHJ accepts.

Do the math against a hotel’s reality. A four-hour valve job that starts at 8 a.m. is a maintenance task. The same job that slips past 6 p.m. is now an overnight impairment with a full house — and 10 hours arrives before breakfast. Almost any overnight shutdown in an occupied hotel crosses the threshold. Plan as if the fire watch is mandatory, because at that point it effectively is.

Emergency impairments compress this further. If your alarm panel dies at midnight, the fire marshal who responds does not want a plan by morning. The watch starts when the system stops.

An occupied hotel changes how many guards the watch needs

One guard cannot watch six floors of sleeping guests. The AHJ sets the staffing level, and in a hotel the honest answer is usually more than one person. A single impaired zone on the ground floor — a restaurant kitchen tie-in, a lobby sprinkler feed — might be covered by one guard on a tight route. A building-wide sprinkler impairment in an occupied tower is a different problem: multiple floors, multiple stairwells, long patrol distances, and guests behind closed doors who will not smell smoke through a fire-rated door.

Think in patrol geometry. Each guard has a route that must be walked start to finish inside the interval the AHJ sets. If the route takes longer than the interval, the route needs more guards. Elevators may or may not be usable during an impairment, and a guard climbing stairs in a high-rise moves slower than the floor plan suggests. Lay the routes out on paper before the shutdown and time one walk-through. That twenty-minute exercise is cheaper than finding out at 1 a.m. that your coverage math was wrong.

Occupant load matters too. A sold-out weekend, a conference block, a wedding in the ballroom — each adds people who do not know your exits. Many AHJs will ask about occupancy when they size the watch. Have the night’s numbers ready when you call.

A fire watch guard patrols, logs, and raises the alarm — nothing more, nothing less

The guard’s job is to replace the system’s eyes and voice, not its water. During a shift in your hotel, a fire watch guard:

  • Patrols every affected area on a set interval your AHJ specifies — guest floors, corridors, stairwells, mechanical rooms, and any space the dead system covered.
  • Checks for smoke, heat, and ignition hazards: propped fire doors, blocked exits, overloaded outlets in guest rooms, cooking equipment in event spaces.
  • Keeps a written log with times, observations, and the guard’s name. That log is your compliance record if the fire marshal or your insurer asks questions later.
  • Carries the means to raise the alarm — a phone, a radio, knowledge of your PA system — and knows exactly who to call and in what order.
  • Stands ready with extinguishing equipment for an incipient fire, the small flame a person can actually fight.

Just as important is what the guard does not do. A fire watch guard does not repair the sprinkler system, silence the panel, or test devices. The guard is not a substitute for restoration. If a fire grows past incipient stage, the guard’s job is evacuation and the 911 call, not interior firefighting. The watch buys detection time. It does not buy protection.

Renovation hot work adds a second fire watch trigger

Impairments are not the only reason a hotel needs a watch. If your contractor is welding, cutting, or brazing during that lobby renovation, federal workplace rules apply on top of the fire code. OSHA’s welding and cutting standard, 29 CFR 1910.252, requires a fire watcher whenever hot work happens where other than a minor fire could develop — including when appreciable combustibles sit within 35 feet of the work, when wall or floor openings expose combustibles in adjacent areas, or when combustibles sit on the opposite side of a metal partition being heated.

Read that against a typical hotel renovation. New millwork going in next to finished guest rooms. Dust barriers made of plastic sheeting. Workers sweating copper two feet from a corridor full of carpet. The OSHA conditions are met almost by default, and NFPA 51B — the hot work standard most fire codes adopt — adds the permit, the area sweep, and the watch period after the torch goes cold.

One practical note: the hot work fire watcher and the impairment fire watch can be the same program, but they are not automatically the same shift. Hot work watch duties follow the work and continue after it stops. Impairment watch duties cover the whole affected zone until the system is restored. If you have both running, write down who is watching what.

What a hotel manager should have ready before the shutdown

The difference between a smooth impairment and a 2 a.m. scramble is preparation. Before the contractor closes the first valve:

  • Name your impairment coordinator. Usually your chief engineer or director of engineering. That person signs off on the plan and owns the timeline.
  • Call the AHJ first. Many fire marshals want advance notice of a planned impairment in an occupied hotel, and some require a fire watch plan on file before they will allow it.
  • Notify the alarm company and your insurer. The monitoring company needs to know the panel is down so a trouble signal does not get misread. Your carrier may have its own impairment notification requirements — a skipped call can complicate a claim later.
  • Tag the system. Fire department connection, control valve, panel. Everyone who walks past should know the building is impaired.
  • Stop the extra risks. No hot work during the impairment window. No smoking policy exceptions. Keep housekeeping carts and laundry out of exit corridors.
  • Brief the front desk. Night staff need to know the watch is active, who the guard is, and what the evacuation signal will be if the worst happens.
  • Line up the guards before you need them. A fire watch ordered at midnight still has to be staffed at midnight.

When the guard arrives, hand over the building like you mean it. Keys or fobs for every locked door on the route. A radio channel that reaches the front desk. Floor plans with the impaired zones marked. The panel location and the meaning of its trouble signals. The call tree: who gets woken, in what order, and what you want announced to guests. A guard who spends the first hour hunting for a stairwell key is an hour of coverage you paid for and did not get.

The watch ends when the system is verified back in service

A fire watch does not end when the contractor packs up. It ends when the system is restored, tested, and returned to service — and the notifications go back out. NFPA 25’s restoration steps include verifying the protection is back, removing the impairment tags, and telling the same parties you notified at the start: fire department, monitoring company, insurance carrier, AHJ.

Keep the impairment log with the fire watch log. Together they are the record that you managed the risk instead of ignoring it. Note every patrol round, every hazard found, and every correction made. If a fire marshal follows up — and after a reported impairment, some do — that paper trail is the whole conversation. If a guest is ever hurt or a claim lands on your desk, the same file becomes your defense that the building was watched by a person while the system could not watch itself.
