Your night manager calls at 2:10 a.m. The fire alarm panel is chirping, the display shows a communication fault, and nobody knows whether the building can still transmit an alarm. Residents are asleep above the lobby. This is a fire alarm malfunction, and the next few minutes matter.
Do not silence the panel and return to routine business. A trouble signal may affect one detector, an entire notification circuit, the supervising station connection, or several floors. Find out what protection is missing. Control the risk while a licensed alarm contractor works on the system.
Rule out a real fire first
Treat every unexplained alarm or trouble condition as real until you have checked it. Look and smell for smoke. Listen for occupant reports. Check for sprinkler waterflow, heat, haze, or an unusual electrical odor. Do not enter a smoke-filled room or open a hot door.
Call 911 if you see fire, smell smoke, hear a waterflow alarm, or cannot safely rule out an emergency. Start the building’s emergency plan. Never delay an emergency call while you search for a reset code or wait for a contractor.
A panel reset is not an investigation. Resetting too early can clear useful event data and return a damaged circuit to an uncertain state. Record the exact message, time, zone, device address, indicator lights, and audible signals before anyone touches the controls. Take a clear photo of the display if site policy allows it.
Identify what the fire alarm malfunction removed
A panel can show “trouble” while much of the system still operates. That does not make the fault harmless. Ask the alarm company or monitoring station to identify the affected function. The practical question is not whether the panel has power. It is whether occupants and responders will receive the warning they need.
Review the event history instead of guessing from one display message. A ground fault may appear, clear, and return as wet wiring moves. A communication failure may affect only the supervising station path while local horns still work. A building power outage may leave the panel on batteries for a limited period. Note each change and pass it to the technician. A changing fault can widen the impaired area before the repair crew arrives.
Common failures include:
- A smoke detector, heat detector, pull station, or entire initiating circuit is offline.
- Horns, strobes, speakers, or a notification appliance circuit cannot operate.
- The connection to the supervising station has failed, so an alarm may not summon the fire department.
- The voice evacuation or firefighter communication system has a fault.
- A power supply, battery, network node, or control panel has failed.
- Construction dust, water damage, wiring work, or repeated false alarms has forced devices out of service.
Get the affected floors, zones, and devices in writing when possible. A single failed detector in a staffed office creates a different exposure than a dead notification circuit in an occupied hotel. The response must match the actual loss of protection.
Make the required notifications
Notify the building owner or manager, the alarm service company, and the supervising station. Follow the emergency contact list rather than relying on whoever happens to answer a phone. If the system is impaired, contact the fire code official or fire department through the local non-emergency number unless your permit or emergency plan gives another method.
The authority having jurisdiction, often called the AHJ, decides what temporary measures are acceptable. Local codes, permit terms, occupancy, affected area, and expected repair time all matter. Some jurisdictions require immediate notice for any significant alarm impairment. Others use adopted International Fire Code provisions, local amendments, or written fire department policies.
Give the AHJ useful facts: the building address, occupancy type, affected floors, exact system functions lost, time discovered, current occupant load, contractor response time, and safeguards already in place. “The panel is broken” is not enough. A clear report helps the official decide whether to order a fire watch, limit occupancy, or require evacuation.
Know when a fire watch may be required
Many adopted fire codes allow the fire code official to require evacuation or an approved fire watch when a required fire alarm system is out of service. The exact threshold and notification rule vary by jurisdiction. Do not treat a number heard on another project as a universal national rule.
A fire watch becomes more likely when the impairment affects occupied sleeping rooms, assembly areas, high-rise floors, healthcare spaces, schools, detention areas, or buildings with limited egress. A long repair delay, disabled notification appliances, lost monitoring, multiple failed zones, or simultaneous sprinkler work also raises the risk.
The AHJ may permit limited occupancy with a patrol. The official may require extra guards, a dedicated watch on each affected floor, continuous patrols, or evacuation. Get the direction in writing when possible. Record the official’s name, agency, contact time, instructions, and any required patrol interval.
A fire watch is a temporary life-safety measure. It does not repair the alarm. It gives trained people a way to spot fire, call the fire department, warn occupants, and start the emergency plan while automatic protection is unavailable.
Build the patrol around the failed protection
Start with a written route. Cover every affected floor, room, stair, corridor, mechanical space, loading area, trash room, garage, and exterior hazard that the guard can enter safely. Include hidden areas where ignition can grow before an occupant sees it. Do not let a desk post replace an active patrol unless the AHJ specifically approves that arrangement.
Set the interval from the AHJ’s direction and the property’s written plan. The route must be short enough for the guard to complete it without skipping areas. A large warehouse, hospital wing, or multi-building site may need several guards. One person cannot patrol a sprawling property, monitor a panel, control hot work, and remain ready to call 911 at the same time.
Each guard needs a reliable phone or radio, emergency numbers, site keys, a flashlight, the impaired-area map, and a way to warn occupants. Guards should know the evacuation plan, assembly locations, accessible egress procedures, and who has authority to shut down work. They must remain free of unrelated maintenance, reception, security, and delivery duties.
During every round, look for smoke, flame, overheating equipment, blocked exits, wedged fire doors, damaged extension cords, unsafe cooking, combustible storage, and unauthorized hot work. Check temporary heaters and charging areas. Pay close attention to the reason the alarm failed. Water intrusion near a panel or construction near damaged wiring may also create the ignition source.

Keep a fire watch log that can stand up to review
Write the start and finish time for every round. Record the guard’s printed name or ID, areas checked, conditions found, corrections made, calls placed, and handoff to the next guard. Use actual times. Do not pre-fill rounds or copy the same note down the page.
Log the impairment itself too. Keep the discovery time, panel message, affected components, notifications, AHJ instructions, contractor arrival, testing activity, and restoration approval together. That timeline helps the fire department understand what protection existed at any given hour.
If a guard finds smoke or fire, the guard calls 911 first, warns occupants according to the approved plan, and reports the location. A guard may use an extinguisher only on a small, incipient fire when trained, the correct extinguisher is available, and a safe exit remains open. Nobody should delay evacuation to fight a growing fire.
Control hazards while repairs are underway
Reduce avoidable ignition sources. Suspend smoking in problem areas. Remove excess cardboard and waste. Keep electrical rooms, exits, and fire department connections clear. Stop work that can produce sparks or heat unless the permit and watch controls are active.
Hot work needs its own review. NFPA 51B and locally adopted fire code provisions address permits, combustible control, extinguishers, and watch duties for welding, cutting, brazing, and similar operations. A building impairment watch does not automatically satisfy a hot-work watch. The AHJ may require separate personnel or extended monitoring after work stops.
Check whether the alarm fault is tied to sprinkler work. NFPA 25 addresses inspection, testing, maintenance, and impairment procedures for water-based fire protection systems. A closed sprinkler valve, failed waterflow switch, or disabled supervisory signal can create more than an alarm problem. Confirm the valve position and system condition with the sprinkler contractor. Never operate fire protection valves unless you are authorized and trained.
For fire alarm testing and restoration, use a qualified alarm company working under the rules adopted by the local jurisdiction. NFPA 72 is the main technical standard for fire alarm and signaling systems, but the edition and local amendments differ. The contractor and AHJ should define the tests needed before the system returns to service.
Manage occupants without causing confusion
Tell tenants, staff, and residents what they need to know. State which protection is impaired, what temporary measures are active, how they will receive an emergency warning, and who to call if they see smoke. Keep the message direct. Avoid technical panel language that hides the action occupants must take.
Sleeping occupancies need special attention because occupants may not see a guard or hear a verbal warning from another floor. Healthcare and assisted-living properties may need staff at smoke barriers or resident areas. Assembly occupancies may need lower capacity or suspended events. Construction sites change daily, so routes and hazard maps may need revision at each shift.
Do not promise that the building is “safe” because guards are walking. Say that the alarm system is impaired and temporary measures are in place under the building’s plan and AHJ direction. Update occupants if conditions or instructions change.
Restore the system through testing, not assumption
A cleared trouble light does not prove full operation. The alarm contractor should test the repaired devices, affected circuits, notification functions, primary and backup power, and supervising station transmission as applicable. Coordinate testing so occupants and the monitoring station know the signals are part of the repair.
Do not end the fire watch because a technician says the work is “probably fixed.” Wait for documented restoration and any AHJ release required by the local order. Notify the supervising station, property contacts, guards, and occupants that normal protection has returned. Keep the impairment and patrol records with the building’s fire safety records.
Afterward, find the cause. Track nuisance alarms, water leaks, battery failures, accidental construction damage, overdue inspections, and communication outages. Correct the management problem that allowed the fault to linger. Update the emergency contact list and impairment plan while the details are still fresh.
